The most recent Provincial Nominee Programme (PNP) draw results have been made public, and four Canadian provinces have invited candidates. PNP invites this week.
The PNP is the most well-known route for economic immigration to Canada. By the end of 2025, Canada will welcome 117,500 new permanent residents under the PNP, according to the Immigration Levels Plan 2023–2025.
The PNP is possible because immigration is a shared duty between the federal and provincial governments, while Immigration, Refugees and Citizenship Canada (IRCC) has the final say on who qualifies as a permanent resident.
The province is also able to target deficiencies in the provincial labour force by implementing a programme that enables the provinces to choose the competent arrivals they believe have the highest chance of becoming economically established. Both administrations view this as a useful instrument for boosting Canada’s economy. PNP invites this week
The maximum number of nominees a province may submit varies annually. For 2023, 105,000 PNP applicants are the intended total. The 11 provinces and territories with PNP programmes (Quebec and Nunavut don’t have PNPs) are then given a share of the available places. For example, in 2023, Ontario has been allocated 16,500 nominations and Newfoundland and Labrador recently announced the province has an allocation of 3,050, which is double the 1,500 it had in 2022.
Provincial immigration results April 29-May 5
British Columbia
Through the BC PNP, British Columbia invited more than 171 candidates on May 2. Four distinct draws, three of which were targeted and one of which was broad, were used to invite candidates.
If they met the minimum cut-off scores of 104 (for skilled workers) or 107 (for international graduates) in the general draw, applicants from the Skilled Worker and International Graduate Streams (including Express Entry candidates) were asked to apply. If they received a minimum score of 85, applicants for the Entry-Level and Semi-Skilled streams may also have received an invitation.
A cut-off score of 60 was necessary for each of the three targeted draws. In a draw for early childhood educators and assistants (NOC 42202), there were 22 invitees, 16 of them had healthcare occupations, and just four or less from other priority occupations. Candidates who were Entry-Level and Semi-Skilled were not drawn in the targeted draws.
Saskatchewan
On May 3, Saskatchewan held two separate lotteries for invitations to 1032 hopefuls. The Saskatchewan Immigrant Nominee Programme (SINP)’s Express Entry stream selected 739 of the applicants for invitations.
The Occupations-In-Demand stream was used to invite the final 293 candidates. Candidates in both disciplines required an Educational Credential Assessment (ECA) with a minimum score of 68.
Throughout 2023, the province held draws once a month.
New Brunswick
The PNP draw results for April have been made public in New Brunswick. The province normally extends invitations to candidates throughout the month, publishing all results at once.
86 applicants were invited in April via the NB PNP’s Express Entry stream. Of those, 45 belonged to the New Brunswick Employment Connection, 27 to the New Brunswick Student Connection, and the final 14 to the New Brunswick Occupations in Demand Connection.
Candidates who have received an invitation have 45 days to submit a complete application. If approved for nomination by the province, candidates then have 30 days to accept the nomination in their Federal Express Entry account
Manitoba
539 letters of recommendation to apply for the Manitoba Provincial Nominee Programme (MPNP) were distributed by Manitoba on May 4. Candidates from the three streams were drawn.
252 applicants who received a score of at least 606 in the Skilled Worker stream were selected in an occupation-specific draw. The following professions were taken into consideration for candidates:
- 12 – Administrative and financial supervisors and specialized administrative occupations
- 22 – Technical occupations related to natural and applied sciences
- 70 – Middle management occupations in trades and transportation
A Letter of Advice to Apply was given to an additional 199 Skilled Workers in a non-occupational draw. A score of 650 was necessary for these applicants. PNP-invites-this-week
Additional candidates with minimum scores of 699 included 39 through the International Education Stream and 49 through the Skilled Workers Overseas Stream.
