British Columbia Sets New Standards to Enhance International Student Program Integrity

British Columbia’s Ministry of Post-Secondary Education and Future Skills recently announced measures to improve the integrity of its international student program. These new measures aim to protect students and uphold higher standards for Designated Learning Institutions (DLIs) in the province, ensuring a more reliable educational experience. New Protections and Standards for DLIs:

The Education Quality Assurance (EQA) code of practice is critical to the new measures. The Ministry has outlined three primary objectives under this code, including limiting international student enrolment to 30% of an institution’s total enrolment. This cap applies only to public DLIs, leaving private institutions unaffected.

Enrolment Cap Details:

The enrolment cap is significant, with many of British Columbia’s 25 public post-secondary institutions already operating below the 30% threshold. When asked about the relationship between this cap and the current limit based on Provincial Attestation Letters (PALs), the Ministry did not specify. However, they emphasized that the distribution of PALs is designed to support international student programs at public DLIs.

Adjusting to the New Enrolment Cap:

Ministry staff will assist institutions in adapting their student recruitment strategies to meet the new enrolment limits. This includes managing any financial implications and developing international education strategic plans to achieve the targets set by the new guidelines.

  • Private Institutions: 47

These letters verify that a student has been accepted to a DLI in a given province. They are a new step to obtaining a study permit in Canada that was introduced by Immigration Refugees and Citizenship Canada (IRCC) 

Ensuring Transparent Fees for International Students:

To further support students, DLIs in British Columbia must now publish tuition fees for the entire duration of a student’s program. This requirement allows incoming students to budget accurately for their education and life in Canada.

Economic Impact of International Students:

International students significantly contribute to Canada’s economy. In 2022, their spending exceeded $37 billion, according to Global Affairs Canada. Statistics Canada reports that international undergraduate students paid an average tuition of $38,081 in the 2023/2024 academic year. British Columbia hosts approximately 111,900 international students in its public institutions.

Upholding Quality Assurance Standards:

All DLIs must meet or exceed the provincial quality assurance standards to maintain their EQA designation. These standards include developing international education strategic plans, improving student services and housing supports, and ensuring Indigenous and domestic students are not displaced.

Building on Previous Measures:

These new measures build on the International Framework Measures introduced last January, which paused the growth of DLIs, increased oversight of private institutions, and strengthened compliance and enforcement actions. The new guidelines represent the second phase of these initiatives.

Consequences of Non-Compliance:

DLIs must meet the EQA code of practice to retain their designation, rendering them ineligible to accept international students.
